In the belief that the maximum donor dollars should be spent in the countries for which they were intended, Partners for Development's management structure is highly decentralized. Headquarters consists of five professionals in the field of international development: two program staff, two finance staff and our Executive Director,
Frank Conlon.

PFD's country programs are rich in field-based technical expertise. Field operations are managed and supported by experienced professionals, often serving in difficult and remote locations. Country Program Director and other key management positions are filled by sectoral experts recruited from the United States, the Netherlands, France, the Philippines, Kenya, and India . However, more than 90% of PFD's overseas staff, including program and finance managers, are hired locally. This emphasis on local hiring helps to ensure that crucial on-the-job experience and technical know-how will remain in the country at the end of projects, to the benefit of the local population.
